This is the fifth Dirk Pitt novel from the Grandmaster of Adventure, published back in 1976.
A plane carrying a whole lot of lethal germ carrying bombs crashes in a US lake. Jump forward to 1988, and Pitt finds the plane, but two canisters are missing. Throw in a civil brewing in Apartheid South Africa, a plague capable of destroying millions, and Dirk PItt at his save-the-world best, and you've got another classic Cussler/Pitt adventure. In many ways, these earlier ones are the best.
