This book can be assigned two values: the first as a reference, and a second and much higher value if you do the exercises. If you commit to doing the exercises, I thoroughly recommend it.
Don't be put off that the book seems a bit dated. The information on the design process and drawing techniques has stood and will stand the test of time well.
