Gil Loescher is Professor of International Relations at the University of Notre Dame and a member of the Advisory Board of International Experts to the United Nations High Commissioner for Refugees in Geneva. He is co-editor of Refugees and International Relations (Oxford, 1989).
"The most comprehensive and balanced analysis of an issue of
increasing importance both for national security and for world
politics."--Stanley Hoffmann, Harvard University
"An essential book for scholars, students, and
libraries."--American Political Science Review"R
"Professor Loescher's book is the most comprehensive and balanced
analysis of an issue of increasing importance both for national
security and for world politics. Anyone who wants to find out about
the directions of the global refugee crisis, about the mechanisms
that have tried to cope with it in the past and today, and about
what ought to be done, should read this impressive work."--Stanley
Hoffmann, Harvard University
"For years, Gil Loescher has written tellingly on refugees as a
problem for governments the world over, and on policies the major
powers might pursue to cope with the ever-growing tides of
desperate people. In Beyond Charity he brings all his previous work
together into a masterful account of the international refugee
"regime" and its strengths and (mostly) weaknesses. It is a book
that should be read by students of international relations hoping
to
understand the many and complex facets of the refugee problem. Even
more, it should be read by policy makers in search of
solutions."--Richard H. Ullman, Princeton University
"Gil Loescher, already our leading specialist on refugees, has now
written the most informative and important book on this subject of
growing international concern. Beyond Charity not only provides an
authoritative guide to the dimensions and complexities of the
refugee challenge, but persuasively sets forth a new approach
resting on preventive, rather than reactive or philanthropic
diplomacy. No one conerned with refugees can afford to ignore
Loescher's well-reasoned argument."--Richard Falk, Princeton
University
"In Beyond Charity Dr. Loescher lays out for all to see the
inescapable logic that humane effective responses to the world's
refugees are not only right but are in our own self interest.
Policy makers take note: Walling out the world doesn't work;
responding constructively to human reality may."--Roger Winter,
Director, U.S. Committee for Refugees
"A timely and comprehensive work, this is a major contribution to
understanding the politics and practice of refugee policy. By
writing about the limits of action (in terms of political, social,
cultural and economic factors) and the short- and long-range
measures that might help address various aspects of the problem,
Loescher offers a thoughtful, sober, and pragmatic
assessment."--Peter I. Rose, Smith College
"A good read...enormously detailed."--Jonathan Power, Syndicated
Columnist
"A solid addition to refugee studies, its historical overview being
especially useful."--National Catholic Reporter
"Very few persons know more about refugee affairs than Gil Loescher
of Notre Dame University. Loescher has now put in one volume most
of the basics, and some new ideas, about this perplexing and
important subject....This is an essential book for scholars,
students, and libraries....This is a fine book, at once informative
and creative."--International Relations
"An important new book."--
