About the Author

James Rolfe is a defence analyst and academic. He is currently the Associate Director of the Master of International Relations programme at Victoria University of Wellington, New Zealand. Before that he has been Deputy Director of the New Zealand Centre for Strategic Studies, and a career officer in the New Zealand army. James Rolfe has published books, chapters and articles on aspects of New Zealand's defence and security and its relations with the Asia-Pacific region.
