TONY JEFFS is a Lecturer in the Department of Social Work and Social Policy, Newcastle upon Tyne Polytechnic. He was the founding editor of the journal Youth and Policy MARK SMITH is a tutor at the YMCA National College. He has previoulsy worked as co-ordinator of the NAYC Political Education Project and as a youth community worker TONY JEFFS and MARK SMITH are both editors of Youth Work (1987) and Young People, Inequality and Youth Work
