About the Author

STEVEN HICK has been Professor in the School of Social Work at Carleton University, Ottawa, since 1990. During the same period he was President of a new media software production firm specializing in Internet-mediated education. His published works include Land Our Life: A Study of the Struggle for Agrarian Reform in the Philippines, and numerous journal articles concerning social work and the Internet, participatory research and human rights issues. - EDWARD HALPIN is a Senior Research Fellow in the Centre for Research in Library and Information Management at the Manchester Metropolitan University. His published works include The Use of the Internet for the European Parliament's Activities for the Promotion and Protection of Human Rights and a recent journal article Through the Net to Freedom: Information, the Internet and Human Rights. - ERIC HOSKINS is a Senior Policy Advisor to Canadian Foreign Minister Lloyd Axworthy. In 1992 he was awarded the Lester B. Pearson Medal, Canada's most prestigious humanitarian award and in 1999 he was awarded the Governor General's Meritorious Service Cross. His paper, The Impact of Sanctions: A Study of UNICEF's Perspective, was published in 1998.
