About the Author

Sebastian Edwards is Henry Ford II Professor of International Business Economics at the John Anderson Graduate School of Management at UCLA. Nora Claudia Lustig is a senior fellow in Brookings' Foreign Policy Studies program and the editor of Coping with Austerity: Poverty and Inequality in Latin America (Brookings, 1995).
