LITVACK is Senior Economist, Poverty Reduction and Economic Management, at The World Bank./e As coordinator of the Decentralization Group, she is responsible for coordinating The World Bank's work and furthering knowledge on decentralization issues. She has published widely in various media sponsored by The World Bank. DENNIS A. RONDINELLI is Glaxo Distinguished International Professor of Management, and Director at the Center for Global Business Research, at the Kenan-Flagler Business School, University of North Carolina, Chapel Hill./e He has served as a consultant to several national and international organizations concentrating on development issues, and has edited two previous volumes for Quorum Books.
