About the Author

Carol Lancaster was a visiting fellow at the Institute for International Economics and an assistant professor of politics in the School of Foreign Service of Georgetown University. She was formerly a Deputy Assistant Secretary of State for African Affairs and a member of the Policy Planning Staff of the State Department. She is the author of numerous articles on foreign aid and on African politics and political economy, and coeditor (with John Williamson) of African Debt and Financing.
