About the Author

As a member of the Indian Police Service, Kirpal Dhillon witnessed at close hand the enormous social, political and administrative changes that swept the country's policing policies. He has been director of police training in the Union home ministry, joint director, Central Bureau of Investigation and director general of police, Punjab and Madhya Pradesh. After retirement, he served as vice chancellor, Bhopal University. His published works include two books - Defenders of the Establishment and Police and Politics in India - and essays on the Indian Constitution, human rights, minority issues and the Bhopal gas disaster. He lives in Bhopal.
