About the Author

Susan L. Woodward is a senior fellow in the Foreign Policy Studies program at the Brookings Institution and the author of Socialist Unemployment: The Political Economy of Yugoslavia, 1945-1990 (Princeton University Press). During much of 1994 she served as a senior adviser to Yasushi Akashi, the top UN official in the former Yugoslavia and special representative of UN Secretary General Boutros Boutros-Ghali.
