WILLIAM J. ROTHWELL is associate professor in The Department of Adult Education, Instructional Systems, and Workforce Education and Development at The Pennsylvania State University. He is the coauthor of Improving On-the-Job Training (1994) and Mastering the Instructional Design Process (1992), both from Jossey-Bass. H. C. KAZANAS is professor of education in the College of Education at the University of Illinois, Urbana-Champaign. Rothwell and Kazanas are coauthors of Human Resource Development: A Strategic Approach (1994), /IPlanning and Managing Human Resources (1994), The Complete AMA Guide to Management Development (1993), and Mastering the Instructional Design Process (Jossey-Bass, 1992).
