Ronald M. Peters, Jr., is director of the Carl Albert Congressional Research and Studies Center and chair of the Department of Political Science at the University of Oklahoma. His books include 'The Massachusetts Constitution of 1780: A Social Compact' and 'The Atomistic Congress: An Interpretation of Congressional Change.'
