About the Author

John Loughlin is Professor of Politics at the Department of European Studies, University of Cardiff, UK. He is currently the European Studies Centre Visiting Fellow at St Antony's College, Oxford (2005-7) and Visiting Professor at the Free University Brussels and the Institut d'Etudes Politiques, Aix-en-Provence. He is coordinator of the Advisory Group on Effective Decentralization, UN-HABITAT; a member of the Committee of Independent Experts on Regional and Local Democracy, Council of Europe (1999-present, Vice-President 2000-2003); chair of Committee of Experts on Regional and Local Democracy in the EU, Committee of the Regions (1997-8). He is founder and was coordinator of the Standing Group on Regionalism of the European Consortium of Political Research until 2006.
